LORD SOMERLBYTONrose to move, That the Draft of a Special Order proposed to be made by the Board of Trade under Section 10 of the Gas Regulation Act, 1920, on t he application of the Glastonbury Corporation which was presented on the 26th July (Cmd. 1420) be approved. The noble Lord said: My Lords, this Motion is really necessary because, under the provisions of Section 10 of the Gas Regulation Act, 1920, the Board of Trade has power to make special Orders with respect to various matters relating to gas undertakings, but the section provides that before any such Order is made it shall be laid in draft before both Houses of Parliament, and it shall not be made unless both Houses, by Resolution, approve the draft, either without modification or addition or with modifications or additions to which both Houses agree. One Order under the section has already been approved by Parliament, and made by the Board of Trade, and in addition to the one which I now submit to your Lordships for approval there are seven others standing in my name.
