My Lords, in short explanation of this Bill I may say that the. Solicitors (Articled Clerks) Act, 1918, dealt only with persons who were serving. It is, of course, not unreasonable but necessary that provision should be made for articled clerks who have served at any time during the continuance of the war. With modifications, about which I need not trouble you now but which will be explained in Committee if necessary, that is the object of the Bill.
