§ VISCOUNT HARCOURTI beg to ask the Chancellor of the Duchy a Question of which I have given him private notice—namely whether arrangements can be made by which the Estimates, Bills, Votes and Proceedings, and other Papers issued only to members of the House of Commons can be regularly and daily procured for and issued to such Peers as may require and ask for them.
