My Lords, this Bill is of a character with which your Lordships are quite familiar. It is introduced under an Act passed by the noble Earl, Lord Halsbury, when Lord Chancellor, to simplify procedure, the necessary steps being taken by Provisional Order instead of by a Bill in each case, and the Provisional Order has afterwards to be substantiated by Parliament. Your Lordships have passed many such Bills. The usual consultations have been held, the customary notices issued, and the draft Order published, and no objection has been raised. No petition was presented in the House of Commons, and no amendment to the Bill was there moved; and if your Lordships pass the Second Reading, the Bill will go to the Unopposed Bills Committee. I beg to move.
