VISCOUNT SANDHURST

It is provided in the National Insurance Act, 1911, that benefits shall be paid in the proportion of one week's benefit to every five weeks' contributions paid by the workman. Clause 2 of this Bill provides that "as respects workmen employed in trades insured under the National Insurance (Part II) (Munition Workers) Act, 1916, any variation in the said proportion shall be subject to the consent of the Treasury," and this would give the Minister power to alter the proportion so far as the principal Act is concerned without the consent of the Treasury, although in practice it practically never occurs. The Treasury have asked that their consent shall be required whether under the Act of 1911 or the Act of 1916.
