My Lords, the object of this Bill is to set up a scheme of insurance against the unemployment which may be expected at the end of the war, when the demands of the Government for all sorts of munitions and equipments of war cease and the trades have to readjust themselves to peace conditions. It is therefore proposed to extend the scheme of unemployment insurance embodied in Part II of the National Insurance Act of 1911 so as to include munition workers. This extension will be only temporary.
