THE UNDER-SECRETARY OF STATE FOR INDIA (LORD ISLINGTON)

My Lords, experience has shown, with regard to the Act which came into force last year, that in certain parts of His Majesty's Dominions, owing to the deficiency of their own enactments, the Act cannot be put into effective operation. This Bill will enable, by Order in Council, those parts of His Majesty's Dominions to have the full effect of the Act. The Bill has already passed through the House of Commons without amendment.
