My Lords, I beg to ask the Government a Question of which I have given private notice—namely, whether the neutral vessel which was yesterday stated in this House to have taken on board at Swansea stores of petrol presumably intended for the use of German submarines was allowed to leave the port with those stores?

I may inform the House that the Dutch vessel "Theodora" left Swansea on January 9 after shipping ninety cases of petrol. The shippers were prosecuted for shipping petrol without giving notice, and were fined five shillings. The Admiralty are satisfied in regard to this case that the petrol was not intended for the use of enemy submarines.
