Can the noble Marquess state when we are likely to get the Report of the Committee which is now sitting, under the chairmanship of Lord Bryce, inquiring into the German atrocities in Belgium? I understand that the Committee is reaching the end of its labours.

I am afraid I cannot answer precisely. I, too, have been told that the proceedings of the Committee are far advanced, but I am not able to give the noble Earl the date on which we may expect the Report.
