Order of the Day for the Second Reading read.

THE LORD CHANCELLOR

My Lords, this is a Bill brought in to facilitate the execution of trusts during the present war. There are a good many officers and other persons away at the war who are trustees. They therefore cannot attend meetings of trustees, and cannot themselves attend to the execution of the trusts. This Bill enables such persons during the war to delegate their duties as trustees by power of attorney.
