My Lords, I ask your Lordships to give a First Reading to this Bill. It is one of the largest Bills ever submitted to Parliament, because it provides the means for satisfying the obligations undertaken by the Government in respect of all the advances made by the Bank of England for Accepting Houses and the Stock Exchange and also for loans made in respect of Egypt and other countries. It also deals with various assistance which has been given in respect of food supply, trade, or industry, either in the United Kingdom or in any other country in respect, of the war. The Bill is required, as the House will see, in connection with the great Loan which has been created and to satisfy other Government obligations.
