§ LORD WIMBORNEMy Lords, the object of this Bill is to give the naval authorities in Ireland power to billet. The Army has, of course, power to billet in Ireland; the naval authorities, however, have not. This Bill extends to the Navy the powers which the Army have with regard to billeting and the requisitioning of wagons, etc., on emergency.
