My Lords, following what has been done in the case of the Housing Bill, it may be for your Lordships' convenience that I should inform you what is in the Bill, shortly to come up from the other House, relating to the appointment of special constables in Scotland. In Scotland, at present, only burghs have power to appoint special constables. Circumstances, of course, may arise which may render their appointment desirable in other parts of Scotland. Therefore the object of this Bill is to put the law relating to special constables in Scotland on an analogous footing to that which exists in England.
