My Lords, this Bill in its present shape comes before your Lordships as an agreed measure. The sum total which it is possible to raise for purposes connected with the Diseases of Animals (Ireland) Act is eightpence in the £; it was extended to eightpence in 1901. The whole of that sum is now exhausted with the exception of a half-penny in the £. It is therefore proposed to increase the total from eightpence to a shilling, thus giving the authorities sufficient margin to enable them to carry on the work in connection with diseased animals in Ireland. If your Lordships agree to the principle of the Bill I will ask you to allow it to go through all its stages to-day.
