LORD EMMOTT

My Lords, this measure, which passed with general consent through another place, assimilates the qualification for candidates for local government bodies in Scotland to that which is now the law in England. In effect it adds to the present qualification, which is that of being on the register, a qualification of residence for a year in the constituency in question. I think there is no opposition to the Bill, and if that is the case I shall ask your Lordships to be good enough to pass it through all its stages to-day.
