My Lords, I have to present petitions from nearly 4,900 licensed victuallers in Scotland—that is to say, from quite half the number of Scottish licensees—praying your Lordships to insert a scheme of compulsory mutual insurance in the Temperance (Scotland) Bill and otherwise drastically amend it; or, in the event of that not being done, asking your Lordships not to pass the Bill. I have further to present a petition from the Corporation of Dunfermline, which wishes the club clauses to be reinserted in the Bill. I also hand in petitions from other persons, mostly against the Bill.
