THE FIRST COMMISSIONER OF WORKS (EARL BEAUCHAMP)

My Lords, this is a Bill to which I do not think any objection has been offered in any part of the district which it particularly concerns. It has been published, and has been for some time a matter of negotiation between the Board of Education, the county council, and the local city council. In these circumstances I venture to hope your Lordships will give the Bill a Second Reading.
