Short Title and Commencement.

2. This Act may be cited as the Rag Flock Act, 1911, and shall come into operation on the 1st day of January, nineteen hundred and twelve.

VISCOUNT ALLENDALE

I move to leave out "January" and insert "October." The object of the Amendment is to postpone the operation of the Bill until October 1, 1912, in accordance with an undertaking which I gave on the Second Reading. When the Bill was originally drafted it was apprehended that it would have been passed into law somewhat earlier in the year, and it was thought that it might come into operation on January 1 next; but now that its passage has been deferred until nearly the end of the year it seems to be desirable to fix a later date, because there are certain regulations and rules to be made by the Local Government Board on which there may be a certain amount of discussion with the trade; and when the Regulations have been finally settled they will have to lie on the Table of both Houses of Parliament. A postponement is also desirable in order to give time to those engaged in this trade to set up cleaning machinery for cleansing their flock.
