My Lords, when this Bill was before your Lordships yesterday on Second Reading the noble and learned Earl, Lord Halsbury, who is not now in his place, asked my noble and learned friend on the Woolsack for an assurance. I understand that my noble and learned friend is prepared to give the assurance asked for, and I beg to move that the House do now resolve itself into the said Committee.
