My Lords, this is a Bill which is introduced in consequence of a promise given two years ago when the London Electric Supply Bill was before Parliament. It completes the scheme which was proposed by that Bill for transferring the power of purchase to the County Council in the case of all the London electric undertakings. I beg to move that the Bill be read a second time.
