My Lords, this is a small Bill the object of which is to allow children as they leave public elementary schools to take advantage of the information which becomes naturally at the disposal of the Labour Exchanges. The rules and regulations under which they work are contained in a Paper issued by the Board of Trade, of which I have had a number of copies placed on the Table of your Lordships' House for the information of those noble Lords who take an interest in the subject. They explain, perhaps, more than the actual Bill itself does the ideals set up by the Board of Education in this matter; and in the hope that undoubted benefit will accrue to the children from the information which in this way will be available for them I trust that your Lordships will give this Bill a Second Reading.
