My Lords, I rise to move that the order made on the 18th day of May last, That no Provisional Order Confirmation Bill brought from the House of Commons shall be read a second time after the 30th day of June next be dispensed with, and that the Bill be now read a second time. This Bill was submitted to your Lordships at the earliest possible moment, but the irregularity was not brought before the notice of the Registrar-General until June 9, which was too late to comply with the Standing Orders of your Lordships' House. I therefore beg to move that the Standing Order be dispensed with and the Bill read a second time.
