LORD DENMAN moved to amend subsection (4) of Clause 1—
(4) The Department may, and at the request of the county council shall, revoke or alter an order made under this section,
by omitting the words "or alter." It was not considered desirable that the

Department should have to alter an order at the request of the county council.
