LORD BALFOUR OF BURLEIGMy Lords, late last night the noble Earl the Chairman of Committees, knowing that he would not be able to be here early to-day, communicated with me with regard to this matter. I am acting for the noble Earl and at his request, and I understand the Motion to be entirely unopposed. I believe it to be an honest case of misunderstanding, and that in sanctioning the course proposed we shall be doing justice.
