§ THE EARL OF GRANARDI beg to move that this Bill be now read a second time. The Bill will remove a difficulty which exists in regard to sailors serving on His Majesty's ships. Very often they are away on commission for three or four years, and when they come back they want sometimes to get married and do not want to wait for three or four weeks. The object of this Bill is to enable the banns to be set up on board ship at the same time that the young lady is having them published in this country.
