My Lords, I desire to ask the noble Earl opposite a Question of which I have given him private notice—namely, when he will be able to lay on the Table the Papers promised the other evening with reference to the subject of small holdings and rural depopulation.

I have to apologise to the House for not having been able to produce the Papers earlier, but the amount of information is so enormous that there has been difficulty in condensing it. That must be my excuse for not having already laid the Papers, but I am able to promise that by Monday they will be in your Lordships' hands.
