§ LORD BELPERMy Lords, I beg to give notice that, on the Motion to go into Committee on this Bill on Monday next, I shall move to refer the Bill to a Select Committee, with an instruction to consider and report whether the co-operation of women in certain matters of local government entrusted to county and borough councils might not be more effectively secured by methods other than election.
