My Lords, I have had personal communications with my right hon. friend Mr. Morley, and I have to tell the noble Viscount opposite that he feels compelled to say that he cannot consent at this period of the session to any change in this measure. I would, therefore, beg the noble Viscount not to press the Amendment which he proposed, as it would obviously be fatal to the passing of the Bill.
