THE LORD PRIVY SEAL (The Marquess of RIPON)

My Lords, as I think, and hope, we are now in sight of the termination of the session, I venture to ask your Lordships to allow me to move the Resolution which I have placed on the Paper, similar to the one that I moved last year, for the purpose of expediting business. I can assure your Lordships that I will not in any way make use of the power which this would give of passing Bills rapidly through the House, except in cases where that course is perfectly agreeable to your Lordships on both sides.
