THE DUKE OF NORTHUMBERLAND

Can the noble Lord tell us when the Second Reading will be taken?

LORD DENMAN

I am not in a position to answer that question. It is not a Government Bill, I understand.

THE DUKE OF NORTHUMBERLAND

The Bill was starred by the Government in the other House.

LORD DENMAN

I understand it is not to be looked after by the Government in this House. But I think we shall be able to let the noble Duke know beforehand on what day the Second Reading will be taken.

THE DUKE OF NORTHUMBERLAND

Am I to understand that His Majesty's Government intend to give no facilities for the passing of this Bill? I am informed that it was starred in the other House and taken as a Government measure.

The Bill has only this moment come up to the House, and I do not yet know what course may be taken or who will have charge of the Bill. I can only say that the Government will give every facility for the passing of the Bill.
