Amendments reported (according to Order).

* LORD BALFOUR OF BURLEIGH

asked whether it was proposed to allow the Government an opportunity of altering the clause refusing to apply the Bill to Scotland. He understood that in the Standing Committee a promise was given that it would be put in a separate clause.

LORD HAMILTON OF DALZELL

thought the promise given was that the matter would be considered. They were quite ready to put in a clause if the noble Lord so wished it, but he understood that the noble Lord himself would make the proposal.

* LORD BALFOUR OF BURLEIGH

said the next stage would be the Third Reading, and on it it was not customary to move Amendments without notice.

THE EARL OF DONOUGHMORE

said that if he could help he would take it whenever it suited the noble Lord. They had no desire to hurt the feelings of anybody.

THE LORD STEWARD (Earl BEAUCHAMP) said the object of the Amendment of which he had given notice was to meet the objection raised by Lord Ludlow who in Committee of the Whole House moved a similar Amendment, and he believed that, after consultation, it had been found to meet the wishes of the noble Lord opposite.

Amendment moved— In page 2, line 31, after the word 'rate' insert the following new subsection: '(5) In the application of this section to the county of London, the London County Council shall be substituted for the council of a borough, and the county fund for the borough fund or rate; und, in the application of this section to the City of London, the mayor, aldermen, and commons of that city, in common council assembled, shall be substituted for the council of a borough, and the Consolidated Rate for the borough fund or rate.'"—[Earl Beauchamp.]

* THE EARL OF DONOUGHMORE

said the noble Lord had allowed him to consult him as to the exact form of the Amendment. He was a little anxious as to the working of it; but he had been informed that the expression "County of London" excluded the City of London, whereas the expression "the administrative County of London" included the City of London, and, subject to that assurance, he was quite ready to accept the Amendment.
