THE UNDER-SECRETARY OF STATE FOR WAR (The Earl of PORTSMOUTH)

My Lords, I do not propose to make any speech in moving the Second Reading of this Bill. There is nothing novel in its character. Certain Amendments have been rendered necessary by the Act of last year, and I have caused a Memorandum to be issued which is now on the Table of your Lordships' House explaining these Amendments. They are all of a drafting, and in some cases of a technical, character, and I do not think I need detain your Lordships further in moving the Second Reading.
