Treasury minutes, dated 28th June 1906-DecIaring that for the due and efficient discharge of the duties of the office of Keeper of the National Gallery of British Art at Millbank professional or other peculiar qualifications not ordinarily to be acquired on the public service ate required; declaring that Leonardo de Santo, foreman, His Majesty's Office of Works, Constantinople, was appointed without a civil service certificate through inadvertence on the part of the head of his department.
