My Lords, the Lord Chairman, who is interested in this Bill, is unable to be present until later in the evening, and, at his request, I beg leave to have the Bill considered at the close of to-day's business.

LORD BALFOUR OF BURLEIGH

My Lords, I would make an appeal to the noble Lord to postpone the Bill until to-morrow. It only came up to your Lordships' House on Friday, and no opportunity has been given under the Standing Orders to put down Amendments. I would ask the noble Lord, in the circumstances, to postpone the Bill until to-morrow in order to enable us to give notice of Amendments.

I think the request of my noble friend, is a reasonable one. The Bill cannot be taken in the absence of the noble Earl the Chairman of Committees, because, of course, his opinion upon the subject would be a very valuable one. If the noble Lord objects to the Bill being taken later to-night my noble friend in charge of it will be willing to put it off till to-morrow.

Third Reading put off till tomorrow.
