said he had put down an Amendment at the request of several legal friends in order to ascertain from the Government how far the rights of persons would be affected who were not engaged in trade disputes; but it had been pointed out to him that the question might be more conveniently raised at a later stage. He did not propose therefore to move the Amendment to Clause 1, but would postpone it until Clause 4 was reached.

Clause 1 agreed to.
