My Lords, I beg to introduce the Salmon Fisheries (Scotland) Bill, the object of which is to give effect to the recommendations of the Tweed Commission and the Royal Commission presided over by Lord Elgin. I shall not ask your Lordships to do more than read this Bill a first time this session, but I thought it right to place the Bill on the Minutes of your Lordships' House in order that noble Lords who are interested in salmon fishing should have an opportunity of studying it before next session, when I hope to have the honour of reintroducing the Bill.
