THE LORD PRIVY SEAL (The Marquess of SALISBURY) explained that this clause enabled a limited number of trustees to sign documents on behalf of the whole body. As the clause was at present drawn, two trustees were held to be sufficient, but it had been thought by many persons that greater security would be given if "four" were inserted instead of "two." He therefore moved this.
