THE EARL OF DERBY

My Lords, the object of this Bill is merely to extend to the graduates of the University of Liverpool certain privileges and exemptions enjoyed by the graduates of all other Universities in England and Wales. These powers were possessed by the Victoria University, which has now been divided into the Victoria Univesity of Manchester, the Liverpool University, and another, and it is sought that the privileges which existed in the joined position should be enjoyed by the separate Universities. I beg to move the Second Reading of the Bill.
