My Lords, the Amendments which this Bill effects are fully explained in the Memorandum attached to it, and therefore it is unnecessary for me to go into them. I will content myself by saying that I sincerely believe these Amendments will prove for the benefit of the Army, and I hope your Lordships will give the Bill a Second Reading.
