I should be glad if my noble friend could postpone the Second Reading of this Bill. I have been asked to oppose it, but have only just received the Papers.

If it would meet the convenience of the noble Lord I could put the Bill off till to-morrow; but I would point out to him the extreme desirability of getting on with these Bills as soon as possible.
