LORD KENYON

My Lords, under the Act of 1888, the Local Government Board are empowered to make Provisional Orders to transfer to counties and County Boroughs certain of the powers and duties of the Department. In doing so they have to transfer them to all the County Councils and County Boroughs in England. The object of this Bill is to allow the Local Government Board to specify the particular County or County Borough to which they wish to transfer their powers.
