Treasury Minutes, dated 5th June, 1902—

I. Declaring that for the due and efficient discharge of the duties of the office of inspector of technical instruction in the Department of Agriculture and Technical Instruction for Ireland, professional or other peculiar qualifications not ordinarily to be acquired in the public service are required.

II. Declaring that James Harris, Royal Laboratory, War Office, was appointed without a civil service certificate through inadvertence on the part of the head of his Department.
