§ THE FIRST LORD OF THE ADMIRALTY (The Earl of SELBORNE):My Lords, I am advised by the Law Officers that in order to carry out fully the intention of the first Section of Clause 6, and to protect the Admiralty rights and proper access to Sheerness Dockyard, certain small drafting Amendments are necessary.
