My Lords, I have to ask the Prime Minister whether, as it is understood the Joint Committee cannot be proceeded with, he is prepared to move for a Committee of the House of Lords to consider the terms of the Royal Declaration. I think it would be a pity if there was any delay in considering this important matter, and it is for that reason that I have ventured to place this question on the paper.

THE MARQUESS OF SALISBURY

I have to-night given notice that I will make a motion to-morrow to the effect indicated in the question. There is no necessity for any alteration of the terms which have already been adopted by the House. The only thing that is altered is that it will be for our House only, and not in conjunction with the House of Commons. The nomination of the Committee cannot take place till the Committee itself has been agreed to, and, of course, there will be some little delay in getting together the requisite consents to the nominations. As we rise tomorrow, there will be no chance of doing any work before the recess, but when we come back on the 10th of June I hope we shall be able to despatch this business without any further delay.
