This Bill is word for word the same as that which passed through your Lordships' House last year. On that occasion it went to the Standing Committee and was very carefully considered. I do not think it will be necessary, therefore, that it should go to the Standing Committee again.

If the Bill, as the noble Lord says, is word for word the same as that which was examined by the Standing Committee last year, I agree that it is quite unnecessary that it should go to the Standing Committee again.
