Two Treasury Minutes, dated 22nd May, 1901, declaring that—

  1. I. Henry Lathen, rural postman, Hertford Post Offices;
  2. II. Henry Richards, rural messenger, Post Office;
were appointed without Civil Service certificates through inadvertence on the part of the head of their department.
