Order of the day for the Second Reading read.

My Lords, the discussion which is usual on the Second Reading of a Bill took place in the case of this Bill on the First Reading, and I do not think anything has since transpired which makes it necessary for me to add to what I then said. The Bill is a very short one, and explains itself, and I beg to move that it be read a second time.
