Order of the Day for the Second Reading read.

THE SECRETARY FOR SCOTLAND (Lord BALFOUR OF BURLEIGH)

This Bill deals with two domestic matters which were neglected to be dealt with in the Act of 1897. One refers to the method of procuring a water supply for burghs above a population of 5,000, which must now proceed by private Bill, and the other is connected with the assessments for sewerage and water supply. At present one is placed on the owners and the other on the occupiers, but by this Bill it is proposed that they should be equally divided between the two classes, as is the case with all other burgh assessments in Scotland.
