I have to ask your Lordships to give a Second Reading to this Bill. It is a very small one, and its object is to avoid the necessity of holding a meeting of the county council in the month of March, simply for the purpose of electing a chairman. The Bill is permissive. Any county council that wishes it may, instead of holding a special meeting for this purpose, conduct the election either in March, April, or May. The Bill has come from the House of Commons, and I do not believe it has been objected to by anyone.
