My Lords, this is the third time I have moved the Second Reading of this Bill, but I have not succeeded in getting it through the other House of Parliament. I have already fully explained the objects of the Bill, which is one very much required by the locality, and I will not detain your Lordships on this occasion, but will simply move that it be read a second time.

Bill read 2a (according to order), and committed to a Committee of the Whole House on Monday next.
